Would-Be Elmore Nuke Plant Financier Shutting Its Doors

The Texas firm that Elmore County nuclear reactor developers identified less than a year ago as their new financial partner told the U.S. Securities and Exchange Commission Wednesday that it may restructure but for now “is no longer conducting business operations and is in the process of winding up.” The closure of Powered Corporation of Houston is yet more evidence that Alternate Energy Holdings, Inc., a recent transplant from Virginia and would-be developer of a 1,600MW nuclear reactor atop the Snake River outside of Hammett, is incapable of raising cash for its mystery reactor, said Snake River Alliance Executive Director Andrea Shipley.

The Elmore County Commission is scheduled to vote Monday on a critical rezoning request by the would-be developer of a nuclear reactor atop the Snake River south of Mountain Home, and the applicant is already threatening to appeal the decision or petition for a ballot initiative if the decision doesn’t go his way. Also, the city of Boise has rolled out an impressive set of proposals on how to spend its $2 million in energy stimulus money, and Avista Utilities is asking the Public Utilities Commission to decide how renewable energy “green tags” should be handled.

The Idaho Public Utilities Commission has approved a quartet of Idaho Power rate hikes, while PacifiCorp filed its plan to meet future energy needs and Idaho Power was granted a request to delay filing its plan until the end of the year. And the Elmore County Commission will begin discussing a rezoning request by developers of a would-be nuclear reactor on the Snake River. Also, Boise Mayor David Bieter plans to open a green business incubator, and IDACORP has placed the transcript of its annual shareholder meeting online. That’s the meeting where shareholders voted for an initiative directing Idaho Power to prepare a plan for how it expects to reduce is greenhouse gas emissions.

The Idaho Legislature returns to Boise Monday to kick off its 2009 session and to hear Gov. Butch Otter’s State of the State and budget address Monday afternoon. Also, the developer of a proposed nuclear reactor in Elmore County wants to delay his County Commission hearing on his rezoning request until April. Idaho Power has proposed a unique power sales contract with Hoku Manufacturing, which is building a polysilicon plant in Pocatello to produce materials for solar energy, and Woodrow Clark, who shared the Nobel Peace Prize with former Vice President Al Gore in 2007 for his work on climate change, will be at an event at Boise State University Monday night.

Elmore Nuke Plant Developer Delays Rezoning Hearing

The developer of a proposed nuclear power plant near Mountain Home asked the Elmore County Commission to delay a hearing on his failing rezoning request from Feb. 11 to sometime in April. A consultant for Alternate Energy Holdings, Inc., told County Commissioners that CEO Don Gillispie’s travel schedule prevents his attendance until this spring. AEHI suffered a serious setback in November when the Elmore County Planning & Zoning Commission voted 4-2 to recommend the County Commission deny its request to rezone more than 1,300 acres of prime Snake River farmland from agricultural to heavy industrial to accommodate the ill-conceived nuclear reactor.

The first of four planned hearings by the Elmore County Planning & Zoning Commission on a rezoning request for a nuclear reactor on the Snake River was held Wednesday, but the developer was in Las Vegas trying to sell reactors to Mexico rather than in Idaho defending his project. Meanwhile, the PUC will hold a workshop this week on Idaho Power’s rate case and another workshop on efforts to help low-income utility customers cope with soaring energy bills. And PacifiCorp has received approval for a large transmission line in eastern Idaho, despite dozens of negative comments from nearby residents.
