ID Energy Update 11/6: Federal Energy $$$ to Idaho; Wind & Geothermal Move Forward

Two Idaho industrial giants and two small electric co-ops received good news from the federal government, with JR Simplot and Amalgamated Sugar receiving stimulus funds for efficiency projects, while Fall River Rural Electric and Kootenai Electric landing interest free renewable energy bonds for generation projects. Meanwhile, the Idaho PUC is taking comments on Idaho Power’s latest wind contract and Avista’s north Idaho gas customers will see some major rate relief. And Boise’s U.S. Geothermal now has a construction permit for its Neal Hot Springs project northwest of Boise in Oregon.

ID Energy Update 10 30: Green Energy Stimulus Funds Come to Idaho

Idaho Power this week snagged $47 million in federal energy stimulus funds to speed up deployment of its new high-tech meters and other “smart grid” technologies, while Avista received $20 million and the private Boise-based M2M Communications received $2.2 million to help California reduce peak demand problems with irrigation. And Ridgeline Energy, which is submitting a new application for a wind farm in Bingham County east of Blackfoot, received the green light for another big wind project in Power County south of American Falls. Also, the Blaine County School District is receiving $4 million from the DOE to help heat its schools with geothermal. And don’t forget to submit your comments on the Northwest Power Council’s 6th Power Plan!

The Idaho PUC approved contracts between Idaho Power and a Boise wind developer that plans to build three wind farms near Hagerman. In other wind news, Ridgeline Energy says it will file a new application in Bingham County for its utility-scale wind project south of the Wolverine Creek wind farm near Idaho Falls. And Idaho Power continues its Fall 2009 Energy Efficiency and Green Living Series with four sessions in Boise starting Monday. And next week’s energy calendar is jammed with everything from an Idaho Environmental Forum session on salmon and hydropower to the Legislature’s Interim Energy Committee, the 23rd annual Idaho Energy & Green Building Conference and the Frank Church Conference on climate issues.

The Northwest Power and Conservation Council takes its draft 6th Power Plan road show to Idaho next week for public hearings on the 20-year plan in Boise and Idaho Falls. Also, the Public Utilities Commission says it will be taking public comments through Dec. 8 on Avista Utilities biannual integrated resource plan, while the PUC has also accepted a settlement to allow PacifiCorp and its Rocky Mountain Power subsidiary in Idaho to adjust rates every year to reflect changes in natural gas and hydro fuel costs. And Boise State University has received a $4.9 million Department of Energy grant to lead a multi-university consortium developing a national geothermal data system for energy interests, policy-makers and the public.

Responding to a shareholder resolution that it reduce its greenhouse gas emissions, Idaho Power says it will try to trim CO2 emissions by 10 to 15 percent below 2005 levels by 2010-2013. Also, Micron Technology has received a $5 million grant from the state’s energy stimulus package to dive into the LED lighting business. And U.S. Geothermal marks a milestone in beginning development of its Neal Hot Springs project just across the Oregon line, while the Idaho Green Expo has posted several presentations from its successful July event for online viewing.

Sept 11 ID Energy Update: Geothermal Research & Idaho Power Planning

Scientists will soon gather at the Raft River geothermal site in southeast Utah for an ambitious five-year study on whether they can inject water into “dry holes” far below the Earth’s surface to greatly expand our geothermal power resources. Also, Idaho Power will resume its long-delayed Integrated Resource Plan process in the coming week. And Idaho Power is also asking the PUC for approval of another wind purchase contract – the fifth in less than two months. Plus, the Northwest Power and Conservation Council will hold its first Idaho hearing on its draft 6th Power Plan from 4 p.m. to 6 p.m. at the JR Williams Building in Boise. Details on the Oct. 14 Idaho Falls meeting still to come.

The Northwest Power and Conservation Council has finally released its 6th Power Plan, which helps chart how Idaho and the rest of the Pacific Northwest will meet our electricity energy needs over the next two decades. In Idaho, the Public Utilities Commission gave Idaho Power the green light to move ahead with its quarter billion-dollar natural gas plant, while Idaho Power also notified the PUC it will file its next general rate case later this fall. Finally, the NW Energy Coalition has a terrific new Efficiency Matters! website up, and the Small Business Development Center at Boise State University is offering FREE energy evaluations to local small businesses.

The Northwest Power and Conservation Council will likely release its draft 6th Power Plan on Thursday, triggering what is sure to be a lively review and public comment period on how our region will meet its future electricity needs. Also, the May IDACORP shareholders’ resolution was among the biggest of many victories scored by advocates pushing for reduced greenhouse gas emissions from our corporations. And Ridgeline Energy drew a crowd of supporters for its proposed 60-turbine Rockland Wind Farm in Power County, while the PUC is taking comments on a request by Intermountain Gas that could mean another nice drop in your natural gas rates.

Intermountain Gas Co. has asked the Idaho Public Utilities Commission to approve a hefty reduction in gas bills as a result of abundant natural gas prices. Meanwhile, Ridgeline Energy will need to re-apply for its Goshen South wind farm near Blackfoot after a judge determined there were irregularities by the Bingham County in processing the permit. And Idaho Power has an online tool to gauge your home’s energy use, while Inovus Solar is the first green tech occupant in Boise’s new green business corridor.

The Northwest Power & Conservation Council was expected to release its long-awaited draft 6th Power Plan for public comment and review Tuesday, but members from Idaho and Montana blocked the release. And the Office of Energy Resources is taking proposals from cities and counties to fund “renewable energy enterprise zone” projects, while Idaho Power is holding a series of meetings in Idaho and Oregon to answer questions about its proposed transmission line from Canyon County to Boardman, Oregon. Finally, AEHI filed its most recent quarterly report to the Securities and Exchange Commission, and its outlook is shakier than ever.

Two of Idaho’s large electric utilities have agreed to purchase small amounts of power from non-traditional generation resources: A small run-of-river hydro project in Wyoming and an anaerobic digester near Jerome. Meanwhile, Avista Utilities told the PUC it’s withdrawing a request to settle the issue of how “green tags” from renewable energy projects are handled, and Idaho Power files for a big rate increase for its Oregon customers. And Boise State University has finally named a full-time director of its three-year-old Energy Policy Institute.
