July 23 ID Energy Update: Transmission, geothermal, and Areva

Transmission lines are the theme of the week. The Bureau of Land Management and the U.S. Forest Service have set a series of scoping meetings to gather public sentiment on Idaho Power’s proposed Boardman to Hemingway transmission line from Owyhee County south of the Snake River to Boardman, Ore., on the Columbia River. Meanwhile, BLM said it’s delaying this summer’s release of an environmental study on the proposed Gateway West transmission line from the coal and renewable energy generation plants in central Wyoming across southern Idaho to the Hemingway substation in Owyhee County to more closely examine such sensitive issues as sage grouse habitat. And Boise- based U.S. Geothermal is making progress on a new geothermal power plant at its San Emidio project in Nevada, while the Nuclear Regulatory Commission has finally agreed to hold a second Idaho hearing on the controversial proposed Areva uranium enrichment factory near Idaho Falls.

NRC Grants Alliance Demand for Boise Meeting on Areva Project

The Nuclear Regulatory Commission will hold TWO public meetings in Idaho on Areva’s proposed uranium enrichment factory: Boise, Monday, August 9, from 7 to 9:30, and Idaho Falls, Thursday, August 12, from 7:30 to 10, at the Red Lion Hotel. We’ll let you know as soon as we have the exact location for the Boise meeting.

Former AEHI Financier Strikes Fraud Plea Agreement

The president of a venture capital firm identified by would-be nuclear reactor developer Alternate Energy Holdings, Inc., as the source of $150 million in investments in AEHI’s Idaho nuclear scheme and who was charged with securities fraud has reached a deal with the Utah Attorney General’s office that will clear his record after he completes probation, according to The Salt Lake Tribune.

NRC: Listen to All of Idaho!

The Nuclear Regulatory Commission will release the draft Environmental Impact Statement on the uranium enrichment plant Areva wants to build in eastern Idaho sometime in July. The NRC has already scheduled a hearing on the draft for August 12 in Idaho Falls. But it looks as if the NRC is going to ignore a request by many Idahoans, including the Mayor of Boise, that it hold an additional hearing on the draft EIS in Idaho’s capital city. Korea Debunks AEHI Claim that Reactor Deal is Imminent

Contrary to a published report Sunday, the Korean government is nowhere near cutting a deal with itinerant Idaho nuclear reactor developer Don Gillispie and his Alternate Energy Holdings, Inc., and in fact a Korean government official said AEHI is likely too small a company to do business with.

The would-be developer of a nuclear reactor on the Snake River in Elmore County now says he wants to build a reactor in Payette County, despite the fact billionaire energy tycoon Warren Buffett spent millions of dollars studying a Payette site only to conclude the project didn’t make economic sense. This is the third Idaho county Alternate Energy Holdings, Inc., has shopped for in its quest to build a reactor for which it has no money or property.

The Northwest Power & Conservation Council was expected to release its long-awaited draft 6th Power Plan for public comment and review Tuesday, but members from Idaho and Montana blocked the release. And the Office of Energy Resources is taking proposals from cities and counties to fund “renewable energy enterprise zone” projects, while Idaho Power is holding a series of meetings in Idaho and Oregon to answer questions about its proposed transmission line from Canyon County to Boardman, Oregon. Finally, AEHI filed its most recent quarterly report to the Securities and Exchange Commission, and its outlook is shakier than ever.

There’s still time to jump online and join more than 1,000 clean energy advocates who have signed a petition encouraging adoption of key provisions of the 2007 Idaho Energy Plan. Meantime, the developer of a proposed nuclear reactor on the Snake River south of Mountain Home says he’s impatient with delays in Elmore County and is considering taking his project elsewhere. And the PUC has opened a case to consider rates paid by utilities to small power producers, while it also signed off on an Idaho Power contract to buy a power from a Magic Valley dairy digester.
