Nuke Plant Developer’s New Funder Has Shaky Financial Past

The Texas-based energy company selected by an Idaho nuclear power plant developer as its newest financial supporter has no history of developing power plants and last year saw its nuclear plant contract with the government of Yemen cancelled because the government didn’t think it was up to the job. It's the third time Alternate Energy Holdings has tried to convince Idahoans it has the resources for its Elmore County nuclear plant proposal, and it seems the third time won't be the charm.

Idaho Energy Update July 11: Nuke Plant Saga Continues

The saga of Idaho’s nomad nuclear power plant continues to drag on, with the plant’s developer offering up yet another would-be financial angel – but the missing ingredient is once again the money. Meanwhile, you can read the developer’s short note to Idaho Legislators in which he excused himself from appearing before the Interim Energy Committee at the last minute, saying he was “busy.” On the utility side, Idaho Power is asking the PUC for permission to buy about 83MW of summer peak power from Montana to deal with those high summertime loads, and the PUC will be holding a workshop this week to look into how to spend a half-million dollars made available when Idaho Power sold surplus pollution credits – a good thing. And the sale price for Intermountain Gas was $328 million. Read on for details on these and other energy issues.

Residents Raise Nuke Plant Questions at Mountain Home Meeting

More than 25 concerned residents filled a room at the Mountain Home Public Library Tuesday for the first open discussion of the proposed Elmore County nuclear power plant since Alternate Energy Holdings pulled up roots in Owyhee County last spring and moved its nomad nuke plant upstream on the Snake River. "For the first time, those affected by AEHI’s power plant proposal had a chance to ask their questions and get straight-up answers about the project and about the company,” Snake River Alliance Executive Director Andrea Shipley said. “The people of Elmore County and across southern Idaho have been looking for answers to their concerns, but unfortunately they haven’t been getting them at AEHI’s orchestrated and exclusive meetings so far.”

A weird week on the energy front in Idaho, thanks in no small part to the unexplained disappearance of the developer of the Elmore nuclear power plant just before he was to appear before a legislative committee. Meanwhile, Idaho Power filed its newest rate increase, and unlike the past two, this one may not be settled so quickly. Also, Idaho Power has updated its power planning plan, which continues to emphasize conservation and energy efficiency.

Elmore Nuke Plant Developer Sends Regrets to Legislature

A state legislative energy committee meeting took a bizarre twist Thursday when the developer of a proposed Elmore County nuclear power plant left the Capitol Annex moments before his scheduled testimony, leaving word that he would e-mail his testimony in instead. AEHI President Don Gillispie had been on the agenda for the Interim Energy for more than a week and was scheduled to give lawmakers an update on his proposed 1,600MW nuclear power plant south of Mountain Home. When he failed to appear to testify, former Owyhee County Planning and Zoning Commissioner Joe Weatherby was invited to the podium to discuss the nuke plant with the panel.

It’s been a busy week on the energy front in Idaho. This week’s Energy Update looks first at the recent nuclear power plant “meeting” in Glenns Ferry, followed by a reminder of next week’s legislative interim energy committee meeting on Wednesday and Thursday, an update on U.S. Geothermal’s activities at Raft River, the BLM and U.S. Forest Service taking comments on the Gateway West transmission line and also a geothermal leasing program, the Boise Climate Protection Committee is finishing its work in recommending actions to reduce local emissions, Idaho Power’s application to buy energy from a new anaerobic digester in Gooding, and finally the Department of Environmental Quality’s posting of new greenhouse gas emissions data on its website.

Nuclear Meeting Meltdown: Chaos at Glenns Ferry Nuke Meet

Tuesday night’s so-called “open house” to discuss the proposed Idaho Energy Complex nuclear power plant south of Mountain Home melted down into a raucous meeting after the plant’s developers sought to silence critics of the energy scheme. The Elmore County Sheriff’s Office arrested one nuclear plant opponent and others were threatened with arrest as well simply for handing out brochures that set the record straight on a litany of misinformation being dished out by Alternate Energy Holdings, Inc., the chronically underfunded proponent of a power plant the company is shopping around southwest Idaho.

Idaho Energy Update: April 4 - End of Session Report

The 2008 Idaho Legislature adjourned Wednesday night, ending a session in which lawmakers accomplished very little to address Idaho’s energy challenges or climate issues. Meanwhile, the would-be developer of a nuclear power plant south of Boise suddenly shunned Owyhee County and is now courting adjacent Elmore County. The PUC sets a May 15 deadline for public comments on Idaho Power’s request to raise rates for conservation programs, and Intermountain Gas Co. is on the blocks and will likely be sold this year.

Nomad Nuke Plant Ditches Owyhee County; Targets Elmore

BOISE – Friday’s announcement by the Idaho Energy Complex that it’s bailing out of Owyhee County in favor of adjacent Elmore County should send chills through the new target for the proposed merchant nuclear power plant, the Snake River Alliance said. “The last thing Idaho needs is a nomad nuclear power plant developer bouncing from county to county, looking for the best deal for his outrageously bad idea,” Alliance Executive Director Andrea Shipley said.

The Idaho Legislature is nearing adjournment – and for those supporting clean energy issues in Idaho the session looms as a disappointment. A handful of moderately helpful bills have been signed by the governor in the past week or will soon be on the governor’s desk for expected approval. Meanwhile, citizens still have a chance to comment to the Owyhee County Planning and Zoning Commission on its expected approval soon of two towers that were illegally built to support a possible nuclear power plantr; and Idaho Power is looking to buy up to 600MW of firm power in 2012 and is also asking the Idaho PUC to approve recovery of costs for its newest gas plant.

The Idaho Legislature continued to disappoint clean energy advocates this week, as the Senate Local Government and Taxation Committee voted to dish new tax breaks to French-owned Areva for a uranium enrichment plant it may or may not bring to Idaho. THE BILLS ARE UP FOR FINAL APPROVAL ON MONDAY.
On the good-news front, Idaho Power has filed with the Public Utilities Commission to increase the small amount it collects from ratepayers to add to its programs to increase energy conservation and efficiency programs.

A week after a Senate committee voted against bills to promote energy efficient schools and state buildings, the full Senate killed a resolution to engage Idaho in climate change issues and promote renewable energy. Meanwhile, the House couldn’t vote fast enough to grant French-subsidized nuclear giant Areva a pair of sweet tax deals. On the upside, Rocky Mountain Power asked the Public Utilities Commission to approve a request to ramp up its energy efficiency programs in eastern Idaho, and Rich Rayhill, one of Idaho’s leading proponents of renewable energy, will give a presentation on “Renewable Energy Opportunities in Idaho” at a House panel Monday afternoon.

It was another miserable week for energy legislation, as the Senate State Affairs Committee killed one energy efficiency bill and then another. Meanwhile, a Senate panel left another clean energy bill clinging to life until next week. On the upside, U.S. Geothermal received a drilling permit from the state of Oregon to explore the Neal Hot Springs project near Ontario. Meanwhile, the Idaho Public Utilities Commission has approved the Idaho Power rate case settlement, which means higher rates go into effect Saturday. And the developers of the proposed Bruneau nuclear power plant are caught once again stretching the truth in their dealings with Owyhee County.
