The first of four planned hearings by the Elmore County Planning & Zoning Commission on a rezoning request for a nuclear reactor on the Snake River was held Wednesday, but the developer was in Las Vegas trying to sell reactors to Mexico rather than in Idaho defending his project. Meanwhile, the PUC will hold a workshop this week on Idaho Power’s rate case and another workshop on efforts to help low-income utility customers cope with soaring energy bills. And PacifiCorp has received approval for a large transmission line in eastern Idaho, despite dozens of negative comments from nearby residents. Rocky Mountain Power has filed its electric rate request, and energy takes center stage for BSU’s “Election 2008: Know the Issues” forum. For details on these and other developments, please read on.

The developer of the proposed Elmore County nuclear reactor has notified federal regulators that he’ll submit his permit application this time next year rather than this time this year, as originally proposed. AEHI still hasn’t told the feds what kind of reactor it hopes to use for its Idaho project. Meanwhile, the Idaho Department of Environmental Quality is looking for public input on a proposed coal gasification plant in Power County, and Idaho Power and its clean energy partners are poised to begin a month of energy efficiency awareness programs in October.

Idaho Power told the Securities and Exchange Commission its credit rating is taking a beating because the company has struggled to recover rising power costs. Meanwhile, the PUC has set an Aug. 8 deadline for those wanting to intervene in Idaho Power’s rate case. And Avista Corp., which serves much of north Idaho, came in with its own power cost adjustment that could lead to a rate hike. The good news: The Northwest Energy Efficiency Alliance issued its annual report, which shows greater-than-expected energy efficiency gains across our region.

The saga of Idaho’s nomad nuclear power plant continues to drag on, with the plant’s developer offering up yet another would-be financial angel – but the missing ingredient is once again the money. Meanwhile, you can read the developer’s short note to Idaho Legislators in which he excused himself from appearing before the Interim Energy Committee at the last minute, saying he was “busy.” On the utility side, Idaho Power is asking the PUC for permission to buy about 83MW of summer peak power from Montana to deal with those high summertime loads, and the PUC will be holding a workshop this week to look into how to spend a half-million dollars made available when Idaho Power sold surplus pollution credits – a good thing. And the sale price for Intermountain Gas was $328 million. Read on for details on these and other energy issues.

Residents Raise Nuke Plant Questions at Mountain Home Meeting

More than 25 concerned residents filled a room at the Mountain Home Public Library Tuesday for the first open discussion of the proposed Elmore County nuclear power plant since Alternate Energy Holdings pulled up roots in Owyhee County last spring and moved its nomad nuke plant upstream on the Snake River. "For the first time, those affected by AEHI’s power plant proposal had a chance to ask their questions and get straight-up answers about the project and about the company,” Snake River Alliance Executive Director Andrea Shipley said. “The people of Elmore County and across southern Idaho have been looking for answers to their concerns, but unfortunately they haven’t been getting them at AEHI’s orchestrated and exclusive meetings so far.”
