Developers of a planned nuclear reactor in Payette County had a tough week, with two investor-oriented news organizations raising questions about the company’s ability to pull off its plan. Meanwhile, Owyhee County’s first big wind project was presented to the county’s planning commission with strong support from county residents, many of whom are farming and ranching the 5,000 acres where the turbines would be sited. At the PUC, the Commission approved the first solar contract with Idaho Power as well as a proposal by Intermountain Gas to reduce rates due to reduce gas prices and demand.

Avista Utilities, which serves much of northern Idaho’s electric and gas customers, has settled with several customer groups in its current general rate case, and if approved by the PUC the agreement will mean a smaller rate case than proposed. Also, the Boise City Climate Protection Program Advisory Committee meets tomorrow morning (Wednesday) to explore a number of energy-saving initiatives. And the PUC has accepted Idaho Power’s 2009 plan on how it will meet future energy needs over the next two decades.

Transmission lines are the theme of the week. The Bureau of Land Management and the U.S. Forest Service have set a series of scoping meetings to gather public sentiment on Idaho Power’s proposed Boardman to Hemingway transmission line from Owyhee County south of the Snake River to Boardman, Ore., on the Columbia River. Meanwhile, BLM said it’s delaying this summer’s release of an environmental study on the proposed Gateway West transmission line from the coal and renewable energy generation plants in central Wyoming across southern Idaho to the Hemingway substation in Owyhee County to more closely examine such sensitive issues as sage grouse habitat. And Boise- based U.S. Geothermal is making progress on a new geothermal power plant at its San Emidio project in Nevada, while the Nuclear Regulatory Commission has finally agreed to hold a second Idaho hearing on the controversial proposed Areva uranium enrichment factory near Idaho Falls.

A General Electric subsidiary has purchased a majority stake in an 11-project wind farm complex in southern Idaho, finally clearing the way for development of the 122-turbine project. Meanwhile, Idaho Power has asked the PUC to approve a contract to buy power from a 10MW solar farm, and the utility has received the PUC green light to buy power from three Magic Valley digester generators. The PUC also approved Rocky Mountain Power’s request in part to raise the rate it charges to fund conservation programs.

Boise-based U.S. Geothermal has secured a conditional commitment for a $102 million loan guarantee to develop its Neal Hot Springs power plant west of Boise in Oregon, while Idaho Power is seeking approval of contracts for three more anaerobic digester power plants in the Magic Valley. Meanwhile, Idaho DEQ is taking public comments on Idaho Power’s application for an air quality permit for its proposed Langley Gulch natural gas plant near New Plymouth. And Jerome County officials may soon be considering a huge solar PV project on 400 acres near Shoshone.

Idaho Power is asking the Public Utilities Commission to reduce customer rates by a combined $58 million, although unrelated filings for small rate increases will reduce the monthly bill reduction. Meanwhile, Avista Utilities filed another rate case with the PUC – this one for a hefty 14 percent hike and sure to spark more grumbling from north Idaho customers who objected to last year’s big increase. Idaho Power has also settled on a preferred route for the controversial Boardman-Hemingway transmission line. And the Boise Climate Protection Advisory Committee is resuming its meetings Wednesday after a hiatus of nearly two years.

Activists who led a successful Idaho Power shareholder resolution directing the company to reduce its carbon emissions were recognized by one of the nation’s leading climate change business journals. Also, free events are coming to discuss how energy developments impact wildlife, and also a celebration of our wild salmon. And a Kootenai cooperative utility plans to tap a landfill as a new source of electricity, while the Office of Energy Resources has awarded another round of energy efficiency grants to 11 local government entities. And we have the latest list of energy legislation in the Idaho Legislature.

The Public Utilities Commission wants to hear from Idaho Power customers about the company’s plan to make its conservation cost recovery pilot program permanent. Idaho Power also wants the PUC to approve a contract to purchase power from an anaerobic digester near Twin Falls. Meanwhile, Rocky Mountain Power is asking the PUC to raise its energy efficiency surcharge to expand its energy-saving programs, and the eastern Idaho utility is also seeking a rate hike to reflect higher fuel costs. And we have the latest list of energy legislation in the Idaho Legislature.
